Russia’s Prosecutor General’s Office has sent the Netherlands a request for the extradition of nine representatives of the International Criminal Court who were previously convicted in absentia in Russia. Requests for their detention and extradition were also sent to several other countries.
This was reported by Russian media, citing Russia’s Prosecutor General’s Office.
Those whose extradition Moscow is seeking include ICC President Piotr Hofmanski, First Vice-President Luz del Carmen Ibáñez Carranza, Prosecutor Karim Khan, as well as judges Tomoko Akane, Rosario Salvatore Aitala, Sergio Gerardo Ugalde Godínez, Bernd Lippold Schmitt, Reine Alapini-Gansou and Haykel Ben Mahfoudh.
Russia’s Prosecutor General’s Office said all nine had been placed on an international wanted list.
In December 2025, the Moscow City Court convicted the ICC judges in absentia under articles covering the prosecution of a person known to be innocent or the unlawful opening of a criminal case, unlawful detention or imprisonment, as well as attacks or threats of attacks against persons or institutions under international protection.
The ICC representatives were sentenced in absentia to prison terms ranging from 3.5 to 15 years.
