Ukrainian President Volodymyr Zelenskyy and Romanian President Nicușor Dan signed three documents in Bucharest covering strategic partnership, energy cooperation, and joint defense production. The agreements are expected to strengthen political, economic, and security cooperation between the two countries.
According to the Office of the President of Ukraine, the joint declaration on establishing a strategic partnership outlines priority areas of cooperation in political dialogue, defense and security, European integration, regional cooperation, trade, transport, infrastructure, agriculture, and environmental protection.
The sides also signed framework agreements on cooperation in the energy sector. These include projects such as the construction of a power transmission line between Chernivtsi and Suceava, the commissioning of the Porubne–Siret power line, and the possibility for Romania to use Ukraine’s underground gas storage facilities.
Another document concerns joint production of defense products on the territory of Romania. It establishes the political and strategic basis for manufacturing Ukrainian weapons under the Build with Ukraine initiative.
Under the agreement, Romania will provide funding to create and operate a facility for producing Ukrainian weapons, primarily drones. The project is also expected to involve the European SAFE program.
