        More Than €1 Billion for Energy and a Transport Fund: Key Results of the Conference in Gdansk

        Ukraine secured new international support for energy and transport on the sidelines of the Ukraine Recovery Conference 2026 in Gdansk. The package includes energy agreements worth more than €1 billion and the creation of the Ukraine Transport Support Fund.

        Prime Minister Yuliia Svyrydenko said the agreements to establish the Ukraine Transport Support Fund had been finalized. One of its key goals is to restore infrastructure and accelerate Ukraine’s integration into the EU transport network.

        A joint declaration on practical support and first contributions to the fund was signed by Ukraine’s Ministry for Communities and Territories Development, Lithuania’s Foreign Ministry, Estonia’s Ministry of Climate and Sweden’s Ministry of Rural Affairs and Infrastructure.

        Lithuania, Sweden and Norway announced initial contributions of around €1 million each. Estonia will provide €100,000. The funds will be directed toward pilot projects identified by Ukraine.

        The fund will finance the repair and maintenance of transport infrastructure, the purchase of specialized machinery and equipment, the development of road, rail, port, airport and border infrastructure, as well as the strengthening of export routes.

        Ukraine will determine priorities and coordinate project implementation. The fund will be administered by Lithuania’s Central Project Management Agency, which will be responsible for procurement, project implementation and ensuring transparent use of funds.

        Separately, First Deputy Prime Minister and Energy Minister Denys Shmyhal said Ukraine had already signed 28 international energy agreements at URC-2026 with partners from Europe, North America and Asia, totaling more than €1 billion.

        According to him, the package includes grant agreements, loan arrangements, memorandums and investment projects. Among them are supplies of nuclear fuel for Ukrainian nuclear power plants from a British company, financing for Naftogaz from a U.S. bank and EBRD support for Ukrenergo.

        Shmyhal said Ukraine’s main priorities now are preparing for winter, developing distributed generation and mobilizing international support for the energy sector.

        An Energy Ramstein meeting was also held in Gdansk the day before. New partners joined the format, including South Korea. In total, more than €375 million in support has already been announced, including a €175 million contribution from the United States.

        Ukraine also signed an agreement with Dutch partners worth €178 million. The money will be used to prepare for winter and purchase energy equipment, including gas turbines, transformers and backup equipment.

        Ukraine is also working with the World Bank on a New Energy Strategy, the vision for which was presented at URC-2026.

        According to Shmyhal, these decisions are part of systematic preparations for the next autumn-winter period and efforts to strengthen the resilience of Ukraine’s energy system.

        “This is not just financing for separate projects. This is an investment in Ukraine’s resilience and in a new energy architecture for Europe,” the minister said.
