About half of Ukrainians support the idea of holding a referendum on a possible peace agreement. At the same time, a significant share of citizens oppose the idea, while sociologists warn about the risks of low turnout and possible manipulation of the wording of the question.

According to the Kyiv International Institute of Sociology, a survey conducted on March 1–8, 2026 shows that 50% of respondents support the idea of holding a referendum on a peace agreement, while 40% oppose it.

Compared to mid-January 2026, support for the idea decreased from 55% to 50%, while the share of opponents increased from 32% to 40%.

At the same time, 64% of respondents said they would be ready to take part in such a referendum if it were held. Of them, 31% said they would definitely vote, while another 33% said they would probably participate.

Meanwhile, about one third of respondents — 30% — said they would probably or definitely not take part in the vote.

Sociologists also note that support for the referendum is higher among those who are ready to agree to the withdrawal of Ukrainian troops from Donbas in exchange for security guarantees from the United States and Europe.

During the survey, respondents were also offered a hypothetical referendum question about establishing peace through an agreement with the United States and Europe that would include Ukraine’s EU membership in 2027, territorial compromises, security guarantees and an economic recovery plan.

Under such wording, 61% of respondents said they would vote “yes”, 10% “no”, while the rest were undecided or would not vote.

Sociologists say the results demonstrate how important the wording of the referendum question could be, as it may significantly influence the outcome of the vote.

The survey was conducted using telephone interviews among 1,003 respondents living in territories controlled by the Ukrainian government. The statistical margin of error does not exceed 4.1%.
