Before the vote, Mykhailo Fedorov said in his speech that his goal as head of the Ministry of Defense was to “change the system,” focusing on bureaucracy in the military and disruptions in supplying the front lines. Regarding the TCK, Fedorov promised an audit and a “systemic solution.”

“The president has set a clear task: to build a system capable of stopping the enemy in the sky and on the ground, to intensify asymmetric and cyberattacks on the enemy and its economy. To make the price of war for Russia so high that it cannot bear it,” Fedorov said.
