Rustem Umerov has been appointed Secretary of the National Security and Defense Council of Ukraine. President of Ukraine Volodymyr Zelenskyy signed Decree No. 496/2025.
The document was published on the website of the President’s Office on July 18.
“To appoint Rustem Enverovych Umerov as Secretary of the National Security and Defense Council of Ukraine,” the decree reads.
As reported, on July 16, Umerov summarized the results of his two-year tenure as Defense Minister. According to him, the key areas of his work were six: defense planning, defense procurement, development of the defense industry, defense technology or MilTech, digitalization of the Defense Forces and international technical assistance.
Strategic goals that remain relevant today:
- Stabilize the front line
- Protect the sky and Ukrainian cities
- Reduce the enemy’s capabilities – in the rear and deep into enemy territory.
