Russia has created a closed complex of biological laboratories in the Tver region, where experiments with dangerous viruses and other pathogens are being conducted under the guise of veterinary and physiological research in the interests of the armed forces. The facility is located on Lisiy Island in the middle of the Vyshny Volochyok Reservoir.
This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
Officially, the complex is called the “Center for Experimental Physiology.” Since 2023, the waters around the island have been closed to fishing, swimming and boating as a “specially protected territory of regional significance.”
Ukraine’s intelligence notes that the reservoir supplies fresh water to a number of settlements, including Vyshny Volochyok, and is also the source of the Tvertsa River, which flows into the Volga.
According to intelligence, the laboratory complex project was implemented on Vladimir Putin’s orders as being of special importance for “ensuring Russia’s defense capability and security.” Formally, the facility was incorporated into the structure of the Federal Medical-Biological Agency.
The complex on the island is under reinforced guard, while it is protected from the air by surface-to-air missile systems. Responsibility for the security regime has been assigned to Russian Defense Minister Andrei Belousov.
The intelligence service also recalled that in the spring of 2026, an outbreak of foot-and-mouth disease occurred among cattle in Russia. At the same time, the Main Intelligence Directorate notes that it does not rule out a connection between this and other similar cases and failed experiments with viruses, bacteria and other pathogens.
Earlier, Ukraine’s intelligence also reported that Russian occupation forces had created conditions for the spread of anthrax in the temporarily occupied territories of Ukraine.
