Ukraine has formally asked the International Telecommunication Union not to allocate frequencies to Russia’s military Rassvet satellite system over Ukrainian territory. Kyiv has also urged its partners to block the system from operating over other countries.
Ukrainian Foreign Minister Andrii Sybiha announced the appeal.
Ukraine is demanding that its national territory be excluded from the declared service areas of all Rassvet network beams across every frequency band.
The relevant diplomatic note was submitted to the ITU Radiocommunication Bureau through Ukraine’s Permanent Mission to the UN Office and other international organisations in Geneva.
According to Sybiha, the Russian system is not intended for civilian purposes. Moscow plans to use the satellites to support its war against Ukraine.
“We call on all partners to support our position and block the operation of the Rassvet system – not only over Ukraine’s sovereign territory but also over the sovereign territories of other countries,” the minister said.
Ukraine intends to continue pursuing international diplomatic countermeasures against the Russian satellite system. The Ministry of Digital Transformation and the Ukrainian State Centre of Radio Frequencies helped coordinate the appeal.
