On the evening of October 13, Russia launched a ballistic missile attack on Kyiv, striking the city’s CHPP-4 combined heat and power plant and damaging a residential building. Ukraine once again received no advance warning from its partners about the missile launches, with Ukrainian systems detecting the missiles only when they were already approaching the capital.
Ukrainian President Volodymyr Zelenskyy reported the attack.
“A Russian ballistic missile strike on Kyiv. Once again, no warning from our partners. The main target was energy infrastructure, specifically CHPP-4. Unfortunately, there were hits. A residential building was also damaged, and rescuers are now extinguishing the fire,” Zelenskyy said.
According to the president, Ukrainian systems detected the missiles only when they were already approaching Kyiv. Zelenskyy also warned of the threat of further strikes.
“According to our intelligence, the Russians are preparing new ballistic missile launches. The facts show that the Russians do not consider it necessary to abide by what the American president said. Ukraine supported a ceasefire on energy infrastructure. Russia is targeting yet another power plant and the lives of our people,” he stated.
Zelenskyy described the situation as unfair, with Russia continuing to strike Ukrainian energy infrastructure while Ukraine does not even receive warnings from its partners about ballistic missile launches.
“It is important that the world does not remain silent about this. And it is important that America truly sees what is happening and who is responsible for the war continuing,” Zelenskyy emphasized.
The president urged Ukrainians to stay safe throughout the night and the following day. He also said Ukraine was working to secure additional interceptor missiles for its air defense systems.
