        Russia plans to spend $1.1 trillion on rearmament by 2036, says Budanov

        Russia plans to spend about $1.1 trillion on rearmament by 2036 — this will be the largest program since the collapse of the USSR.

        This was announced by the head of the Main Intelligence Directorate of the Ministry of Defense, Kirill Budanov, during the annual meeting of Ukrainian ambassadors, “Intelligence, Security, Diplomacy: A Common Strategy for Victory.”

        According to Budanov, Russia is undergoing a complete mobilization of politics, economy, and society in preparation for a future major war. As part of military reform, two new military districts have already been created there — Moscow and Leningrad — and the formation of new divisions and military units is planned.

        “Russia seeks to destroy the existing security and economic order by actively increasing its presence in Africa through proxy forces — the Wagner Group and the African Corps,” he said.

        In addition, Russia supports authoritarian regimes and terrorist organizations, conducts hybrid information and cyber operations, and interferes in the internal affairs of other countries through controlled media and opinion leaders.

        Budanov emphasized that Moscow is trying to impose its own vision of the world order, in which “great powers,” in particular the Russian Federation, have a monopoly on critical resources and decide the fate of the world in a narrow circle.
