Only 1.3% of corrupt officials convicted during the war were imprisoned – Opendatabot

Since the beginning of the war, 6,877 sentences have been handed down to corrupt officials, which is significantly less compared to the pre-war figures.

This is reported by Opendatabot with reference to data from the Unified State Register of persons who committed corruption or corruption-related offenses.

In previous years, approximately 2,500 convictions were recorded annually, and in 2021 the Register of corrupt persons was replenished with 6,870 entries. Since the beginning of 2024, there have already been 1,758 convictions. 

The decrease in the number of convictions is due to the fact that filing became voluntary at the beginning of the war and controls were temporarily not implemented.

This year, the main articles under which corruption offenders are convicted cover:

  • Offering, promising or giving an undue advantage to a public official – 663 convictions (37.7%), one-third less than last year.
  • Failure to submit declarations on time – 623 convictions (35.4%). Such violations have increased 34 times, which is due to the completion of three declaration campaigns in April 2024.
  • Violation of conflict of interest requirements – 281 convictions (16%), which is half as many as last year.

In 98% of cases the punishment was a fine, in 1.5% – imprisonment (27 convictions). Most corruption convictions were handed down in Lviv region (172 cases), Vinnitsa region (151 cases) and Odessa region (115 cases). The NACC notes that such indicators rather demonstrate the stability of the work of courts in the regions than the actual number of violations.

According to the NAPC, declarations are now being intensively checked using new approaches. Auto-checks have been introduced, and only high-risk declarations are selected for full verification. In the first 9 months of 2024, law enforcers opened 126 criminal proceedings based on NAPC materials.
