Ukraine’s Specialized Anti-Corruption Prosecutor’s Office (SAPO) and National Anti-Corruption Bureau (NABU) have notified a former head of one of the departments of the Prosecutor General’s Office of suspicion as part of Operation “Carthage.” According to investigators, he may have played one of the key roles in a criminal organization that allegedly received bribes in exchange for allowing fraudulent call centers to operate without interference.
The Specialized Anti-Corruption Prosecutor’s Office reported this.
According to investigators, the criminal organization was created and headed in mid-2025 by one of the senior officials of a structural unit of the Prosecutor General’s Office. It allegedly included prosecutors and people close to them.
SAPO said members of the organization systematically received illicit payments in exchange for not obstructing call centers that allegedly carried out large-scale fraud targeting Ukrainian citizens and foreigners.
Investigators say part of the proceeds was laundered through the purchase of real estate, jewelry and other valuable assets worth more than UAH 20 million.
More than UAH 10 million was also allegedly placed in accounts belonging to associates and presented as income from business activities.
During the subsequent investigation, NABU and SAPO established the alleged involvement of another former department head at the Prosecutor General’s Office. According to investigators, he helped organize channels for receiving bribes in cash and crypto assets, using subordinate employees and other individuals acting as “couriers.”
He is also suspected of keeping records of those making payments, maintaining secrecy and concealing traces of the organization’s activities.
The total amount of documented illicit payments in the case exceeds UAH 1 billion.
The suspect’s actions have been classified under Part 3 of Article 255, Part 5 of Article 27 and Part 4 of Article 368 of the Criminal Code of Ukraine.
The investigation is ongoing. Law enforcement officers are working to identify other individuals who may have been involved in the criminal organization.
Under the Constitution of Ukraine, a person is presumed innocent until their guilt has been proven in accordance with the law and established by a final court verdict.
