On 29 July, the Cabinet of Ministers of Ukraine appointed Liubov Halan as Deputy Minister of Defence. Serhii Boiev was appointed Deputy Minister of Defence for European Integration.
The appointments were announced by Taras Melnychuk, the government’s representative in the Verkhovna Rada, and Acting Defence Minister Yevhenii Khmara.
According to Khmara, the appointments are intended to strengthen the ministry’s work in two key areas — international support and human capital development.
“We are building a team capable of quickly turning the needs of the Defence Forces into concrete solutions,” the acting defence minister said.
Liubov Halan will be responsible for developing and retaining the human capital of the Defence Forces. She previously co-founded and headed Pryntsyp, a human rights centre for military personnel.
Her areas of responsibility will include effective unit staffing, transparent career development, social protection for service members and their families, personnel training and healthcare.
Halan will also work on rules that clearly define the rights and responsibilities of military personnel and protect them from arbitrary treatment.
Serhii Boiev will oversee international cooperation and European integration. His responsibilities will include translating agreements with partners into practical solutions for the Defence Forces.
This includes securing funding, arranging weapons supplies, implementing joint projects, developing Ukraine’s defence industry and establishing long-term support programmes.
The Defence Ministry expects Boiev’s experience to strengthen Ukraine’s cooperation with the European Union, NATO and other countries, as well as help attract additional security assistance.
