On the evening of October 23, Romania announced an air alert in the Danube airfield of Tulcea and raised fighter jets because of two air targets.

In the evening, residents of the Romanian town of Tulcea received a warning about the possibility of debris falling near the border with Ukraine. Two people called the emergency services and asked what was happening.
The Ministry of Defense later reported that at around 20:45, radar detected an air target near Cilia Veche, after which warnings were sent to residents and two Romanian F-16 fighter jets were deployed to monitor the situation.
The unidentified target continued in the direction of the town of Tulcea, and the signal from it disappeared around 21:00, 12 km northeast of Tulcea (which is approximately 40 km from the border town of Cilia Veche).
