        Ukraine Sets Condition for Halting Strikes on Russian Oil Refineries

        Ukraine is ready to stop striking Russian oil refineries if Russia ends its attacks on Ukrainian energy infrastructure. President Volodymyr Zelenskyy emphasized that any steps toward de-escalation must be mutual and backed by genuine guarantees.

        The president made the statement in his address on October 11.

        “It is entirely possible to stop strikes on energy infrastructure today, but Putin does not want to do so. Ukraine will be ready to stop strikes on Russian oil refineries if Russia stops attacking our energy infrastructure,” Zelenskyy said.

        The president stressed that Russia bears responsibility for the continuation of the war and attacks on civilian infrastructure.

        “The real cause of the war in Europe is Russia, and Russia alone. Any steps toward de-escalation must be mutual and backed by genuine guarantees,” he emphasized.

        Zelenskyy also provided figures on the intensity of Russian attacks over the past week. According to him, the Russian military used approximately 1,450 guided aerial bombs, 75 missiles of various types, and more than 1,640 attack drones against Ukraine.

        About 60% of the drones used were jet-powered.

        The president also recalled the consequences of recent Russian strikes on Ukrainian cities.

        In particular, search and rescue operations in Zaporizhzhia concluded on the morning of October 11. The Russian attack killed 23 people, including four children.

        The previous day, Russian forces struck a medical facility in Kharkiv, while overnight attacks targeted civilian infrastructure, residential buildings, and energy facilities.

        In addition, Russian forces struck a five-story residential building in Sloviansk in the morning. According to Zelenskyy, an entire section of the building was destroyed, and people may still be trapped under the rubble.

        The president thanked Ukrainian rescuers and emergency services working at the sites of Russian attacks and assisting those affected.

        He also announced that he would continue talks with European leaders on October 11 to strengthen defense support for Ukraine.

        According to Zelenskyy, Kyiv coordinates with its partners almost daily on additional military aid packages. Air defense systems and ammunition for combat aircraft remain the top priorities.

        The president noted that these measures are essential to protecting the Ukrainian population and the country’s national interests.
