Russian President Vladimir Putin has approved a list of information related to the fuel and energy sector that will be subject to restricted access. The measures cover data on commodity exports, refinery operations, exchange trading and petroleum product inventories.
The measures are set out in Russian presidential decree No. 686, dated September 28, 2026.
According to the document, the restrictions apply, in particular, to the following information:
- names, volumes and prices of goods exported by legal entities;
- data on sellers, buyers, carriers, freight forwarders and insurers;
- payment arrangements under contracts;
- vehicles, container numbers and details of transport documents;
- destinations and routes of shipments;
- points of loading, transshipment and delivery;
- marine terminals and their operators;
- coordinates of warehouses and storage sites;
- documents required for customs procedures;
- aggregated customs statistics on exports.
Access will also be restricted to information on the volumes of processing and production at Russian oil refineries.
The restrictions also cover data on planned sales volumes and inventories of certain petroleum products in exchange trading. These include gasoline with an octane rating of 92 or higher and diesel fuel.
The restrictions also apply to the publication of such information in the media and online. An exception is provided for information that companies themselves disclose about their own activities.
The Russian government must determine within 10 days the specific list of goods covered by the restrictions.
The decree states that the measures are being introduced in response to “unfriendly” actions by the United States and its allies.
