Kyiv Mayor Vitali Klitschko said the capital is in a “very dramatic situation” due to constant Russian attacks on infrastructure, energy facilities and residential buildings. At a meeting of the Kyiv Defense Council, officials also discussed traffic across bridges over the Dnipro River and the possibility of restoring service on the green metro line across the Pivdennyi Bridge during air raid alerts.

The Defense Council meeting was attended by military officials, representatives of the Security Service of Ukraine and the State Emergency Service, law enforcement officers and city services. According to Klitschko, the main topic was ensuring the functioning of the capital under constant attacks.
“The capital is in a very dramatic situation. And pretending that we can now live as if it were peacetime is no longer possible!” the mayor said.
He noted that Russian forces are attacking infrastructure, critical infrastructure, logistics, housing, social facilities and the capital’s energy system.
“We are doing everything possible to keep the city functioning under constant destructive attacks, when it is no longer about usual comfort, but about security and survival,” Klitschko stressed.
What was discussed regarding the bridges
The capital’s Defense Council separately considered the issue of traffic across bridges over the Dnipro River.
Military officials, law enforcement officers, representatives of the State Emergency Service and municipal services submitted their proposals on ensuring security while maintaining transport links between Kyiv’s left and right banks.
According to Klitschko, the proposals will be submitted to the central authorities.
Green metro line may resume service across the Pivdennyi Bridge
The meeting also addressed the operation of Kyiv Metro’s green line.
According to the mayor, the metro is ready to resume train service across the Pivdennyi Bridge during the yellow level of an air raid alert following the previous attacks.
However, this requires an expert assessment of the condition of the structure from scientific institutes contacted by the Ministry of Infrastructure.
Klitschko called on all services to act in a coordinated and responsible manner and to honestly inform Kyiv residents about the situation.
“Kyiv will stand! But only through the joint efforts of those who love it and care about it,” the mayor said.
