Ukraine will soon receive nearly €3 billion under the Ukraine Facility programme after the EU Council approved the eighth regular disbursement. Almost €800 million of this amount will be provided for the first time through the Ukraine Support Loan mechanism.
This was reported by the Council of the European Union.
The decision to release the funds was made after Ukraine completed ten required target steps. Overall, Kyiv has fulfilled 84 out of 95 steps that were due by this stage — around 88%.
The Ukraine Facility funds are intended to support Ukraine’s macro-financial stability, recovery and modernisation, the functioning of public administration, and the implementation of reforms.
The EU Council also amended the Ukraine Plan by including Norway’s voluntary financial contribution of NOK 1 billion — approximately €92 million. These funds will be provided as non-repayable support.
Norway has become the first non-EU country to contribute to the first component of the Ukraine Facility — “Support to Ukraine through the Ukraine Plan”. Previously, Sweden provided additional contributions of more than €253 million, while the United Kingdom allocated more than €17 million to the investment component of the programme.
The Ukraine Facility has been in force since 1 March 2024 and provides more than €50 billion in grants and loans to support Ukraine’s recovery, reconstruction and modernisation until 2027.
More than €40 billion of this amount is earmarked for reforms and investments outlined in the Ukraine Plan — a roadmap for Ukraine’s recovery and its path towards EU membership.
After the eighth disbursement is transferred, Ukraine will have received more than €32 billion under the Ukraine Facility since mid-2024.
