The Defense Intelligence of Ukraine has published information on 23 Russian companies involved in the production of 95Ya6 surface-to-air guided missiles for “Pantsir” systems. According to Ukrainian intelligence, about a third of these companies are still not under sanctions imposed by any country in the sanctions coalition.

The information on the companies was published on the War&Sanctions portal. The 95Ya6 missiles are the main medium-range ammunition used by various modifications of Russia’s “Pantsir” anti-aircraft missile and gun systems.
According to DIU, a key role in their production is played by the Academician Shipunov Instrument Design Bureau. It is the main developer and manufacturer of the 95Ya6 missiles.
The company is also involved in producing weapons for “Orion” unmanned systems, “Krasnopol” guided projectiles and aircraft cannons for Sukhoi fighter jets.
Among the companies that are not yet under sanctions, DIU names the “Komponent” plant, which manufactures proximity target sensors for 95Ya6 missiles.
The list also includes the Sergo Ordzhonikidze Saratov Electrical Instrument-Making Plant, which produces and supplies radiation and power units, as well as the Tambov “Elektropribor” plant, which manufactures control devices for these missiles.
Earlier, Ukrainian intelligence published information on more than 50 companies involved in the production chain for the 72V6 combat vehicle of the “Pantsir-S1” system.
“Pantsir” is a family of Russian short-range self-propelled anti-aircraft missile and gun systems designed to protect military, industrial and other important facilities.
Since 2023, Russia has deployed such systems, including on rooftops in Moscow. In 2026, a “Pantsir-SMD-E” modification was also spotted there, which uses small TKB-1055 “Gvozd” missiles instead of automatic cannons.
DIU emphasized that, in order to weaken Russia’s military potential, sanctions should cover companies involved in producing not only offensive weapons but also air defense systems.
According to Ukrainian intelligence, “Pantsir” systems protect Russian enterprises that manufacture cruise and ballistic missiles, as well as military groupings and other important facilities in Russia.
